Erling Haaland put City ahead with an 11th-minute penalty, his 21st league goal of the season.
Brighton responded with a stunning 22-yard free-kick from Pervis Estupinan to equalize.
City regained the lead through Omar Marmoush’s 39th-minute strike, set up by Ilkay Gundogan.
However, City’s Abdukodir Khusanov scored an own goal after the break, leveling the score at 2-2. This marked the 40th league goal conceded by City this season, their highest under Pep Guardiola.
Despite late chances for both sides, including a header off the post by City’s Nico Gonzalez and a missed opportunity by Brighton’s Carlos Baleba, the match ended in a draw.
City remain in fifth place with 48 points from 29 games, while Brighton sit just a point behind in seventh.
